The Employee Benefits Section administers the full spectrum of employee benefit programs available to City employees and their families. The Benefits Section also administers the Retiree and COBRA insurance programs.

The Employee Benefits Section provides a variety of programs to help meet the health and welfare needs of the City's diverse workforce, such as medical health insurance; pharmacy benefits; dental and life insurance; additionally, voluntary plans like, cancer, intensive care, short-term disability, and accident insurance.

Medical, Pharmacy, Dental

Medical Insurance
Medical Insurance for eligible City of St. Louis Employees is provided through Anthem Blue Cross Blue Shield

Prescription Drug Coverage
Learn about copays, covered drugs, generics and specialty prescriptions.

Dental Insurance
The City offers two dental insurance plan. Providers are Dental Source and Delta Dental.

Transparency in Coverage
The Transparency in Coverage Rules require certain group health plans to disclose information regarding in-network provider rates and historical out-of-network allowed amounts and billed charges for covered items and services.

Enrollment

New Employee Information
Information for new employees about benefits.

Open Enrollment for City of St. Louis Employees
The 2024-2025 open enrollment period will be from May 20 to June 7, 2024. There will be no plan design changes for the 2024-2025 benefit plan year.

Special Enrollment
Employees and their dependents may be eligible to join the plan outside of Open Enrollment if they qualify for special enrollment.

Other Insurance

Cancer, Intensive Care, Short Term Disability, and Accident Insurance
Cancer, Intensive Care, Short Term Disability, and Accident Insurance are offered through both AFLAC and Washington National insurance companies.

Employee & Dependent Life Insurance
Employee and Dependent Life Insurance is offered through The Standard Insurance Company.

Legal Insurance
Legal insurance for employees is offered through MetLife.

Long-term Disability Insurance
The City of St. Louis offers Long-term Disability Insurance to eligible employees through The Hartford.

The City of St. Louis offers the option of COBRA Group Health Plan coverage to eligible City employees.

Deferred Compensation Plan
The deferred compensation plan (457) is a retirement savings plan available to eligible City employees and administered by Empower, a financial services company.
