Notice: Because of the Global Pandemic declared on March 11, 2020, and subsequent Federal, State and Local Public Health Orders, for the protection of the public and in keeping with CDC guidelines, meetings will be restricted to no more than 10 persons maintaining a distance of 6 feet apart. Overview:

To slow the spread of the COVID-19 virus the Board of Aldermen are holding regular meetings by electronic Webinar. Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Each meeting will also have a Meeting ID Number that can be used if requested while you are accessing the meeting.

Public Hearing

The Committee will take Public Comment on Board Bill Number 98. Please see the below instructions on how to register to speak to the committee.

Public Hearing Procedures:

Those interested in making a comment on Board Bill Number 98  should send an email expressing their interest to speak as well as their name, street address, email contact address and the Board Bill Number they wish to speak about to the Board of Aldermen Clerk - Mr. Terry Kennedy at: kennedyt@stlouis-mo.gov

Persons may also call 314 589-6845 and leave a message with the above information. Those who do not have an email address or wish to call into the meeting by phone to speak, should call the phone number above and express their interest to speak as well as leave their name, address, phone number and the Board Bill Number they wish to speak about. 

Those responding by email will receive an email confirmation and then later a link that will allow them to join the meeting as a speaker. Procedures will also be sent to you. Those calling in will receive a return phone call with this information. 

All requests to speak must be made by 11am Wednesday, October 28, 2020. Speakers will be called to speak in accordance to the Rules of the Board of Aldermen which can be found on the Board of Aldermen Website. The link is below:

Board Bill Number 98
Introduced by Alderman John Collins-Muhammad

The proposed bill would establish a special business district pursuant to Sections 71.790 through 71.808 of the Revised Statutes of Missouri, to be known as the O’Fallon - Penrose Special Business District. The bill sets the district’s boundaries, tax rate, initial rate of levy subject to the approval of the qualified voters, and uses to which the tax revenue may be put, and creates a board of commissioners for its administration.

An ordinance submitting to the qualified voters of the City of St. Louis, pursuant to Section 92.115 RSMo, the question of whether to continue the earnings tax imposed by the City of St. Louis for a period of five years; providing for an election and the manner of voting; providing that if such question shall receive the votes of a majority of the voters voting thereon that such earnings tax shall continue; and containing a severability clause and emergency clause.
