Notice: Because of the Global Pandemic declared on March 11, 2020, and subsequent Federal, State and Local Public Health Orders, for the protection of the public and in keeping with CDC guidelines, meetings will be restricted to no more than 10 persons maintaining a distance of 6 feet apart. Many meetings will be held via video/teleconference in lieu of in-person meetings. Please review the meeting notice closely for instructions on where/how to join the meeting.

Overview:

To slow the spread of the COVID-19 virus the Board of Aldermen are holding regular meetings by electronic Webinar. Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Each meeting will also have a Meeting ID Number that can be used if requested while you are accessing the meeting.

Public Hearing

The Committee will take Public Comment on Board Bill Numbers 76, 79, 108, 109, 110, 116, 125, 128, 130, 131, 137 and 142. Please see the below instructions on how to register to speak to the committee.

Public Hearing Procedures:

Those interested in making a comment about any of the Board Bills listed above in these instructions should send an email expressing their interest to speak as well as their name, street address, email contact address and the Board Bill Number or Numbers they wish to speak about to the Board of Aldermen Clerk - Mr. Terry Kennedy at: kennedyt@stlouis-mo.gov. 

Persons may also call 314 589-6845 and leave a message with the above information. Those who do not have an email address or wish to call into the meeting by phone to speak, should call the phone number above and express their interest to speak as well as leave their name, address, phone number and the Boaord Bill Number or Numbers they wish to speak about. 

Those responding by email will receive an email confirmation and then later a link that will allow them to join the meeting as a speaker. Procedures will also be sent to you. Those calling in will receive a return phone call with this information. 

All requests to speak must be made by 7am Tuesday, November 24, 2020. Speakers will be called to speak in accordance to the Rules of the Board of Aldermen which can be found on the Board of Aldermen Website. The link is below:

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 2732 59th St. Redevelopment Area. This Board Bill will allow a 5-year tax abatement @ 50%. Construction of two attached townhomes will occur.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 528 North Newstead Ave. Redevelopment Area. This Board Bill will allow five (5) years of tax abatement based on 50% of the assessed value of the incremental improvements; construction of a single family home will occur.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 4320-4330, 4350 and 4350R S. Kingshighway Blvd. Redevelopment Area. This Board Bill will allow up to twenty years of tax abatement provided as follows: fifteen years (15) years of tax abatement based on 95% of the assessed value of the incremental improvements, followed by 5 years of tax abatement based on 90% of the assessed value of the incremental improvements. This Area includes unoccupied property which will be redeveloped for mixed-use.
