Notice: Because of the Global Pandemic declared on March 11, 2020, and subsequent Federal, State and Local Public Health Orders, for the protection of the public and in keeping with CDC guidelines, meetings will be restricted to no more than 10 persons maintaining a distance of 6 feet apart. Many meetings will be held via video/teleconference in lieu of in-person meetings. Please review the meeting notice closely for instructions on where/how to join the meeting.

Overview: 
To slow the spread of the COVID-19 virus the Board of Aldermen are holding regular meetings by electronic Webinar. Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Each meeting will also have a Meeting ID Number that can be used if requested while you are accessing the meeting. 

The public may view or listen to this meeting by following the below instructions:

To access a meeting electronically you may place your cursor on the link below that is related to the meeting you wish to view and press the Ctrl Key and simultaneously Left Click your mouse to join the webinar. You may also copy the link below and paste it or type it into the search bar of your browser and click search.

To access a meeting by phone please dial any of the domestic numbers provided and follow the prompts. You may be asked for the Meeting ID number. This number is supplied below for each meeting.

Public Hearing 
The Committee will take Public Comment on Board Bill Number 167. Please see the below instructions on how to register to speak to the committee. 

Public Hearing Procedures:
Those interested in making a comment about Board Bill Number 167 should send an email expressing their interest to speak on this Board Bill. This email should include their name, street address and email contact address. This email should be sent to the Board of Aldermen Clerk - Mr. Terry Kennedy at: kennedyt@stlouis-mo.gov. The email should also state if they are in “support”, “opposition” or have “no position” on this Board Bill. 

Persons may also call 314 589-6845 and leave a message with the above information. Those who do not have an email address or wish to call into the meeting by phone to speak, should call the phone number above and express their interest to speak as well as leave all the requested information above.  

Those responding by email will receive an email confirmation and then later a link that will allow them to join the meeting as a speaker. Procedures will also be sent to you. Those calling in will receive a return phone call with all the pertinent information. 

All requests to speak must be made by 11am Tuesday, January 26, 2021. Speakers will be called to speak in accordance to the Rules of the Board of Aldermen which can be found on the Board of Aldermen Website.

Board Bill Number 167
Introduced by Alderwoman Annie Rice

An ordinance amending Ordinance 71160, commonly referred to as the City of St. Louis Annual Operating Plan for Fiscal Year 2020-2021, for the purpose of defunding the workhouse, and transferring surplus appropriated funds to the Division of Supportive Re-Entry, City Justice Center, Board of Public Service, and Re-envisioning Public Safety Fund; clarifying that the re-envisioning public safety fund created by ordinance 71217 shall be a special trust fund; making a supplemental appropriation, as authorized by the St. Louis City Charter, Article XVI, Section 6, and pursuant to the recommendation of the Board of Estimate and Apportionment; and containing severability and emergency clauses.
