Aldermanic Committee Meeting
Due to the COVID-19 virus the Board of Aldermen is holding regular meetings by electronic Webinar. Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Each meeting will also have a Meeting ID Number that can be used if requested while you are accessing the meeting.
The public may view or listen to this meeting by following the below instructions:
To access a meeting electronically you may place your cursor on the link below that is related to the meeting you wish to view and press the Ctrl Key and simultaneously Left Click your mouse to join the webinar. You may also copy the link below and paste it or type it into the search bar of your browser and click search.
To access a meeting by phone please dial any of the domestic numbers provided and follow the prompts. You may be asked for the Meeting ID number. This number is supplied below for each meeting.

Public Hearing Procedures:
Those interested in making a comment should send an email expressing their interest to speak as well as their name, street address, email contact address and the Board Bill and/or Resolution Number(s) they wish to speak about. This email should also indicate whether you are “for”, “against” or have “no position” on the Board Bill or Resolution. This email should be sent to the Board of Aldermen Clerk - Mr. Terry Kennedy at: email@example.com.
Persons may also call 314 589-6845 and leave a message with the above information. Those who do not have an email address or wish to call into the meeting by phone to speak, should call the phone number above and express their interest to speak as well as leave their full name, phone number and all the requested information above.
Those responding by email will receive an email confirmation and then later a link that will allow them to join the meeting as a speaker. Procedures will also be sent to you. Those calling in will receive a return phone call with this information.
All requests to speak must be made by 8am Tuesday, June 29, 2021. Speakers will be called to speak in accordance to the Rules of the St. Louis Board of Aldermen which can be found on the Board of Aldermen Website.

Board Bill Number 42
Introduced by Alderman John Collins-Muhammad
This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for scattered areas in the College Hill neighborhood within certain geographical areas and will allow a 10-year tax abatement at 80 percent.
Board Bill Number 43
Introduced by Alderman James Page
This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 1428 Warren St. and 2514 Blair Ave. Redevelopment Area. This Board Bill will allow up to fifteen years of tax abatement provided as follows: ten years (10) years of tax abatement based on 95 percent of the assessed value of the incremental improvements, followed by five (5) years of tax abatement based on 50 percent of the assessed value of the incremental improvements. This Area includes vacant lots which will be redeveloped for mixed-use.
Board Bill Number 52

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 3834 Virginia Ave. Redevelopment Area. This provides for the renovation and expansion of a blighted single-family home. This Board Bill will allow a 10-year tax abatement at 75 percent.
Board Bill Number 60

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 3813-3853 Garfield Ave. Redevelopment Area. The project involves the rehabilitation and reuse of a vacant 100,000 sq. ft commercial building. This Board Bill will allow a 10-year tax abatement at 95 percent.
