Due to the COVID-19 virus the Board of Aldermen is holding regular meetings by electronic Webinar. Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Each meeting will also have a Meeting ID Number that can be used if requested while you are accessing the meeting.

A person may speak at this committee hearing via a Zoom Webinar Link, which will allow them to be visible at the meeting, or by a phone call. Procedures to Register to Speak

Email or Phone Requests:

Those interested in making a comment on the Board Bills and/or Resolutions listed in this meeting announcement must send an email or call in by phone expressing their interest to speak. This email should be sent to the Board of Aldermen Clerk - Mr. Terry Kennedy at: kennedyt@stlouis-mo.gov. Persons may also call 314 589-6845 and register by phone.

Required Information

The email sent or phone message should supply a person’s name, street address, email contact address or area code and phone number. It should specify which Board Bill and/or Resolution Number(s) a person wants to speak about. They should also indicate if they are in “support”, “in opposition” or have “no position” on the Board Bill and/or Resolution Number(s) they wish to speak about.  Failure to supply all the requested information may result in a person not being able to speak.

Confirmation:

Those making a request by email will receive an email confirmation and then later a link from the St. Louis Communications Division that will allow them to join the meeting as a speaker. Procedures will also be sent to those wishing to speak. Those calling in by phone will receive a return phone call with all the pertinent information. Please note that if you do not receive a confirmation email or a return phone call no later than an hour before the meeting your request may not have been received.

All requests to speak at this hearing must be made by 1pm the day before this hearing.

Board Bill Number 117
Introduced by Alderman John Collins-Muhammad, Alderwoman Christine Ingrassia, Alderman Jack Coatar, Alderwoman Annie Rice, Alderwoman Sarah Martin, Alderman Bill Stephens, Alderwoman Anne Schweitzer, Alderwoman Carol Howard, Alderwoman Megan E. Green, Alderman Tom Oldenburg, Alderwoman Cara Spencer, Alderman Bret Narayan, Alderman Shane Cohn

The proposed Board Bill proposes the repeal of Ordinance 69225 and to adopt the Uniform Plumbing Code, 2021 Edition in full, except as it conflicts with changes thereto contained herein, as the Plumbing Code of the City of Saint Louis and reviewed and approved by the Plumbing Review Committee.

Board Bill Number 119

The proposed bill will repeal Ordinance 61415, codified in Sections 15.48.010 to 15.48.030 of the Revised Code of the City of St. Louis. Ordinance 61415 prohibits loitering, provides a defense against charges loitering, and provides penalties for violations of Ordinance 61415.

Board Bill Number 121
Introduced by Alderwoman Shameem Hubbard

The purpose of this ordinance is to authorize the Fire Chief, on behalf of the City of St Louis, to enter into and execute an Assistance to Firefighters Grant Agreement with the U.S. Department of Homeland Security to receive $273,568.18 in such grant award funds. The ordinance appropriates the awarded funds and the required match amount of $27,356.82 and authorizes the Fire Chief to spend the program funds for approved purposes, which include fitness training, health and wellness programs, and exercise equipment for the firefighters’ use. The ordinance contains an emergency clause.

This Board bill establishes additional requirements, including but not limited to insurance, fencing/gating, lighting and security plans for surface parking lots in the City of St. Louis.

Board Bill Number 125
Introduced by Alderman Jesse Todd, Alderwoman Christine Ingrassia

The proposed bill will repeal Ordinance 67918, codified in Sections 15.44.010 to 15.44.040 of the Revised Code of the City of St. Louis. Ordinance 67918 prohibits panhandling and provides for penalties for the violation of Ordinance 67918.

Board Bill Number 131
Introduced by Alderwoman Carol Howard

The purpose of this ordinance is to authorize the Director of the Department of Public Safety or his designee, on behalf of the City of St Louis, to enter into and execute a U.S. Department of Justice Edward Byrne Justice Assistance Grant (JAG) to receive $450,415.00 in such grant award funds. The ordinance appropriates the awarded funds and authorizes the Department of Public Safety or his designee to spend the program funds for approved purposes, for the Youth Empowerment Services (YES) program, the Family Court, Juvenile Division Night Watch program, and legal support in the Problem Properties program. The ordinance contains an emergency clause.
