Overview:

Due to the COVID-19 virus the Board of Aldermen is holding regular meetings by electronic Webinar. Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Each meeting will also have a Meeting ID Number that can be used if requested while you are accessing the meeting.

The committee will take public comment on the Board Bills and/or Resolutions listed in this meeting announcement. This meeting will be held by Zoom Webinar. A person may speak at this committee hearing via a Zoom Webinar Link, which will allow them to be visible at the meeting. Please see the following instructions on how to register to speak to the committee. 

Procedures to Register to Speak

Email or Phone Requests:

Those interested in making a comment on the Board Bills and/or Resolutions listed in this meeting announcement must send an email or call in by phone expressing their interest to speak. This email should be sent to the Board of Aldermen Clerk - Mr. Terry Kennedy at: kennedyt@stlouis-mo.gov. Persons may also call 314 589-6845 and leave a message if they want to speak.

Required Information

The email sent or phone message should supply a person’s name, street address, email contact address or area code and phone number if they are calling in their request. It should specify which Board Bill and/or Resolution Number(s) a person wants to speak about. They should also indicate if they are in “support”, “in opposition” or have “no position” on the Board Bill and/or Resolution Number(s) they wish to speak about.  Failure to supply all the requested information may result in a person not being able to speak.

Confirmation:

Those making a request by email will receive an email confirmation and then later a link from the St. Louis Communications Division that will allow them to join the meeting as a speaker. Procedures will also be sent to those wishing to speak. Those calling in by phone will receive a return phone call with all the pertinent information. Please note that if you do not receive a confirmation email or a return phone call no later than an hour before the meeting your request may not have been received.

All requests to speak at this hearing must be made by 1pm the day before this hearing.

Written comments to be shared with members of the Board about redistricting may be emailed to Mr. Terry Kennedy kennedyt@stlouis-mo.gov. They may also be mailed through the US Postal Service or dropped off. If you want them available for this meeting they must be received by 1pm the day of this meeting.

Board Bill Number 166
Introduced by Alderwoman Christine Ingrassia

This Board Bill authorizes the Department of Health (the “DOH”) to accept COVID-19 response grant assistance, through the Epidemiology and Laboratory Capacity -- Enhancing Detection (“ELC-ED”) Expansion award of up to $1,444,604.00 from the Missouri Department of Health and Senior Services (“MDHSS”), for the grant purposes of providing funding assistance with local efforts for COVID-19 related response; authorizing the expenditure of NACCHO IOPSLL grant funds for grant purposes, and to fulfill the obligations of said grant.

Board Bill Number 168

This Board Bill authorizes the Department of Health (the “DOH”) to accept a National Association of County and City Health Officials (NACCHO) Implementing Overdose Prevention Strategies at the Local Level (IOPSLL) grant of up to $500,000.00 for the grant purposes of implementing research based prevention and early intervention school-based curricula for students at various grade levels to gain life skills tools to successfully resist illegal drug, alcohol and tobacco through the services of PreventEd (formerly known as NCADA, the National Council on Alcohol and Drug Abuse); authorizing the expenditure of NACCHO IOPSLL grant funds for grant purposes, and to fulfill the obligations of said grant.

Board Bill Number 169

This Board Bill authorizes the Department of Health (the “DOH”) to accept a first amended COVID-19 response grant through the Epidemiology and Laboratory Capacity CARES (“ELC”) award of up to $126,150.00, amending an earlier award of $71,150.00 from the Missouri Department of Health and Senior Services (“MDHSS”) approved by the City of St. Louis Board of Aldermen by ordinance 71355, for the grant purposes of providing funding assistance with local efforts for COVID-19 response, and to fulfill the obligations of the grant.

NOW THEREFORE BE IT RESOLVED by this Honorable and Duly Elected Board of Aldermen of the City of St. Louis that we formally request The Honorable Governor Parson declare a State of Emergency for the City of St. Louis to allow for emergency access to funding, personnel, and resources to aid our St. Louis region hospitals and medical response capacities.
