Due to the COVID-19 virus the Board of Aldermen is holding regular meetings by electronic Webinar. Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Each meeting will also have a Meeting ID Number that can be used if requested while you are accessing the meeting.

Email or Phone Requests:

Those interested in making a comment on the Board Bills and/or Resolutions listed in this meeting announcement must send an email or call in by phone expressing their interest to speak. This email should be sent to the Board of Aldermen Clerk - Mr. Terry Kennedy at: kennedyt@stlouis-mo.gov. Persons may also call 314 589-6845 and register by phone.

Required Information

The email sent or phone message should supply a person’s name, street address, email contact address or area code and phone number. It should specify which Board Bill and/or Resolution Number(s) a person wants to speak about. They should also indicate if they are in “support”, “in opposition” or have “no position” on the Board Bill and/or Resolution Number(s) they wish to speak about.  Failure to supply all the requested information may result in a person not being able to speak.

Confirmation:

Those making a request by email will receive an email confirmation and then later a link from the St. Louis Communications Division that will allow them to join the meeting as a speaker. Procedures will also be sent to those wishing to speak. Those calling in by phone will receive a return phone call with all the pertinent information. Please note that if you do not receive a confirmation email or a return phone call no later than an hour before the meeting your request may not have been received.

Board Bill Number 147
Introduced by Alderwoman Sarah Martin

This Board Bill authorizes an amendment to Ordinance Number 68963, which ordinance authorized a new Lease Agreement with the City of St. Louis and ACBL Transportation Services LLC, f/k/a ACL Transportation Services LLC, a Delaware corporation registered to do business in Missouri, for land and mooring at Davis Street for a period of ten (10) years with three (3) five (5) year mutual options, and authorizes a First Amendment to said Lease Agreement to exercise the first five (5) year mutual option starting as of November 1, 2021 and increasing rent from $66,458.06 to $149,707.22 for the first year with a 2 percent annual escalator.

This Board Bill is recommended and approved by the Airport Commission and the Board of Estimate and Apportionment amending Ordinance Number 71288, approved on December 4, 2020, and the Air Service Incentive Program for Fiscal Years 2021 through 2023 as adopted by Ordinance Number 71288; adopting an amended Air Service Incentive Program for Fiscal Years 2021 through 2024. It contains a severability clause, and an emergency clause.

This Ordinance authorizes the transfer of $13,727,769 from the Airport Debt Service Stabilization Fund to the Airport Revenue Fund to make funds available to mitigate rates in Fiscal Year 2021-2022.

This Ordinance authorizes funding for the Air Service Incentive Program through Fiscal Year 2024, extends the program from three to four years, and increases the benefits conferred under the program from $2,400,000 to $3,400,000.

Board Bill Number 186

This Board Bill seeks to authorize the issuance of up to twenty million ($20,000,000) airport revenue refunding bonds. Proceeds from the Bonds will be used to refund and redeem the City’s outstanding Airport Revenue Refunding Bonds, Series 2012 (AMT) (the “Series 2012 Bonds”). The Bonds will be secured and payable solely from funds pledged under the Amended and Restated Indenture of Trust dated as of September 10, 1997, as amended and supplemented from time to time, including the revenues derived from the operation of the Airport. Based on current interest rate projections, it is anticipated that the refunding and refinancing of the Series 2012 Bonds will result in savings of approximately $1.75 million. Proceeds from the sale of the bonds will be used to : (1) refund the Series 2012 Bonds; (2) fund any required debt service reserve funds, and (3) pay for expenses associated with the issuance of such bonds, including premiums from any bond insurance or surety.
