Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Those interested in making a comment on the Board Bills and/or Resolutions listed in this meeting announcement must send an email or call in by phone expressing their interest to speak. This email should be sent to the Board of Aldermen Clerk - Mr. Terry Kennedy at: email@example.com. Persons may also call 314 589-6845 and register by phone.
The email sent or phone message should supply a person’s name, street address, email contact address or area code and phone number. It should specify which Board Bill and/or Resolution Number(s) a person wants to speak about. They should also indicate if they are in “support”, “in opposition” or have “no position” on the Board Bill and/or Resolution Number(s) they wish to speak about. Failure to supply all the requested information may result in a person not being able to speak.
Those making a request by email will receive an email confirmation and then later a link from the St. Louis Communications Division that will allow them to join the meeting as a speaker. Procedures will also be sent to those wishing to speak. Those calling in by phone to register to speak will receive a return phone call with all the pertinent information. Please note that if you do not receive a confirmation email or a return phone call no later than an three hours before the meeting your request may not have been received.

Board Bill Number 53
Introduced by Alderman Jack Coatar
This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the Locust St./ North 6th St./ Pine St./ North 7th St. Redevelopment Area. The proposed Bill also allows for use of eminent domain within the area for all properties except for 622 Olive St. This Board Bill will allow for up to a 20-year tax abatement at 95 percent.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 1706-1720 North Kingshighway Blvd. Redevelopment Area. This Board Bill will allow up to a 10-year tax abatement at 95 percent and use of eminent domain.
Board Bill Number 74
Introduced by Alderwoman Marlene Davis
This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 3101, 3117-3123 Delmar Blvd. & 3107-3115 Franklin Ave Area. The project consists of the renovation of an occupied residential building and demolition of two homes to create a community space for residents in the JeffVanderLou neighborhood. The prospective redeveloper plans on renovating all 147 units ranging from 1-2 bedrooms, at the cost of $ 23 million. The redeveloper plans to utilize tax exempt, Nat’l/Affordable Housing Trust Fund, HOME, LIHTC and private funds for this project. The financial model concludes that the project supports fifteen (15) years of tax abatement (10 years based on 95 percent of the assessed value of the incremental improvements and followed by 5 years based on 50 percent of the assessed value of the incremental improvements) and the LCRA Board concurs. This Board Bill will allow fifteen (15) years of tax abatement (10 years based on 95 percent of the assessed value of the incremental improvements and followed by 5 years based on 50 percent of the assessed value of the incremental improvements).
Resolution Number 104
Introduced by Alderwoman Lisa Middlebrook
The Subsequent Improvements for property at 8014-8034 North Broadway shall be exempt from the ad valorem taxes, which would otherwise be imposed thereon for a period of ten (10) years based on 90 percent of the assessed value of the incremental improvements.
