Overview:

Due to the COVID-19 virus the St. Louis Board of Aldermen is holding committee meetings by electronic Webinar. Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Each meeting will also have a Meeting ID Number that can be used if it is requested while you are logging into the meeting.

Procedures to Register to Speak

Email or Phone Requests:

Those interested in making a comment on the Board Bills and/or Resolutions listed in this meeting announcement must send an email or call in by phone expressing their interest to speak. This email should be sent to the Board of Aldermen Clerk - Mr. Terry Kennedy at: kennedyt@stlouis-mo.gov. Persons may also call 314 589-6845 and register by phone.

Required Information

The email sent or phone message should supply a person’s name, street address, email contact address or area code and phone number. It should specify which Board Bill and/or Resolution Number(s) a person wants to speak about. They should also indicate if they are in “support”, “in opposition” or have “no position” on the Board Bill and/or Resolution Number(s) they wish to speak about.  Failure to supply all the requested information may result in a person not being able to speak.

Confirmation:

Those making a request by email will receive an email confirmation and then later a link from the St. Louis Communications Division that will allow them to join the meeting as a speaker. Procedures will also be sent to those wishing to speak. Those calling in by phone to register to speak will receive a return phone call with all the pertinent information. Please note that if you do not receive a confirmation email or a return phone call no later than an three hours before the meeting your request may not have been received.

All requests to speak at this hearing must be made by 1pm the day before this hearing.

Board Bill Number 70
Introduced by Alderwoman Sharon Tyus

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 1706-1720 North Kingshighway Blvd. Redevelopment Area. This Board Bill will allow up to a 10-year tax abatement at 95 percent and use of eminent domain.

Board Bill Number 105
Introduced by Alderwoman Christine Ingrassia

This Board Bill, recommended by the City of St. Louis Planning Commission, authorizes the creation of a Signage Plan Overlay District (SPD) for the St. Louis City SC Stadium Area. A signage plan overlay district is a zoning tool which allows for specific signage regulations for a defined area which supersede the underlying Comprehensive Signage Control Regulations. In this case the SPD would permit signage around the stadium district which would allow for flexibility in the size, height, type, placement and number of allowed signs to facilitate district wayfinding, cohesion, creativity, and a high-quality built environment which supports the design and architecture of the stadium itself and related facilities. The establishment of this SPD followed the requirements in Chapter 26.68 of the Comprehensive Sign Control Regulations for the creation of Signage Plan Overlay Districts.

Board Bill Number 111
Introduced by Alderwoman Marlene E Davis

This is a Board Bill recommended by the Board of Estimate and Apportionment appropriating a portion of funds received under the American Rescue Plan Act of 2021, Pub. L. No. 117-2 (March 11, 2021) (ARPA). It authorizes certain expenditures of such funds, to the extent received. It authorizes contracts and other documents to expend the funds and it contains a severability and an emergency clause.
