Overview:
Due to the COVID-19 virus the St. Louis Board of Aldermen is holding committee meetings by electronic Webinar. Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Each meeting will also have a Meeting ID Number that can be used if it is requested while you are logging into the meeting.

Those interested in making a comment on the Board Bills and/or Resolutions listed in this meeting announcement must send an email or call in by phone expressing their interest to speak. This email should be sent to the Board of Aldermen Clerk - Mr. Terry Kennedy at: kennedyt@stlouis-mo.gov. Persons may also call 314 589-6845 and register by phone.
Required Information
The email sent or phone message should supply a person’s name, street address, email contact address or area code and phone number. It should specify which Discussion Topic, Board Bill and/or Resolution Number(s) a person wants to speak about.
Confirmation:
Those making a request by email will receive an email confirmation and then later a link from the St. Louis Communications Division that will allow them to join the meeting as a speaker. Procedures will also be sent to those wishing to speak. Those calling in by phone to register to speak will receive a return phone call with all the pertinent information. Please note that if you do not receive a confirmation email or a return phone call no later than an three hours before the meeting your request may not have been received.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 718-720 Lumiere Pl. and 212 Morgan St. Redevelopment Area. The project consists of the renovation of two unoccupied commercial buildings to create mixed uses. The prospective redeveloper plans on renovating at the cost of $ 1.9 million. This Board Bill will allow ten (10) years of tax abatement (10 years based on 90 percent of the assessed value of the incremental improvements).

The apartment building will have approximately 293 market rate units, 1,500 square feet of commercial space and 340 parking spaces. The total project costs are estimated at $145 million. The redeveloper plans to utilize private funds and historic credits for this project. This Board Bill will allow up to fifteen (15) years of tax abatement (5 years based on 95 percent of the assessed value of the incremental improvements and followed 5 years based on 75 percent of the assessed value of the incremental improvements and followed by 5 years based on 50 percent of the assessed value of the incremental improvements).
