Due to the COVID-19 virus the St. Louis Board of Aldermen is holding committee meetings by electronic Webinar. Each meeting will have an electronic link and phone number that can be used to view and/or listen to a meeting. Each meeting will also have a Meeting ID Number that can be used if it is requested while you are logging into the meeting.
The public may view or listen to this meeting by following the below instructions:

Public Comment on Petitions
The committee will take public comment on the petition for establishment of the St. Louis Hills Special Business District and the 4 Hands Brewery Community Development District .This meeting will be held by Zoom Webinar. A person may speak at this committee hearing via the Zoom Webinar Link listed above. Please see the following instructions on how to speak to the committee.
Procedures to Speak
The Chair of the Committee will announce when the meeting will be open for public comment. If you wish to speak, click the “Raise Hand” icon and function in the Zoom Meeting Screen while in the meeting. This will place a raised hand next to your name. Usually only people showing a raised hand will be called on to speak.
When the Chair is ready for you to speak you will be moved from the attendee list to the participant list by the meeting manager. You will be moved back to the attendee list once you are completed. Speakers from the public will be called to speak in order of appearance on the list. Committee members may have questions after your talk.
When you enter the meeting to speak the Chair will ask your name and may ask if you are for, against or have no position on the petition. The Chair may also ask other questions related to your relationship to the petition.
The Chair will determine the amount of time all speakers will have. The Chair may determine this after all those wishing to speak have raised their hands. The time usually allotted to speak is about three (3) minutes. The exact time will be announced by the Chair before the public comments begin.

A petition for the establishment of the St. Louis Hills Special Business District and the 4 Hands Brewery Community Improvement District have been filed with the City Register. A copy may be obtained from the Clerk at the Board of Aldermen at the email address listed above.

The proposed bill would establish the St. Louis Hills Special Business District pursuant to Sections 71.790 through 71.808 of the Revised Statutes of Missouri, and set its boundaries, tax rate, initial rate of levy subject to the approval of the qualified voters within the proposed district, and uses to which tax revenue may be put; create a board of commissioners; and contains severability, effectiveness, and emergency clauses.

This bill is a proposed appropriation consisting of funds received into the City’s Capital fund pursuant to Ordinance Number 60419 as amended by Ordinance Number 61250 representing one-half of the operating balance of the General Fund from the preceding fiscal year for the purposes of funding Capital Improvements totaling Twenty-Four Million, Forty-Nine Thousand Dollars ($24,049,000); said appropriation to address a variety of the City’s critical capital infrastructure and equipment needs and containing an Emergency Clause.
