Description

Pathways for Removing Obstacles for Affordable Housing (PRO Housing) Application 

The Community Development Administration (CDA) will post its application for HUD's Pathways for Removing Obstacles for Affordable Housing (PRO Housing) program on September 23, 2024 to solicit public comments. Written comments or suggestions should be addressed to the Community Development Administration, 1520 Market Street, Suite 2000, St. Louis, MO 63102, or via email at CDA@stlouis-mo.gov. 

Written comments will be accepted until October 27, 2024, at 5:00 p.m.

Communities nationwide are suffering from a lack of affordable housing, and housing production is not meeting the increasing demand for accessible and available units in many urban and rural areas, particularly areas of high opportunity.

Pathways to Removing Obstacles to Housing (PRO Housing) supports communities who are actively taking steps to remove barriers to affordable housing, such as:

  • Barriers caused by outdated zoning, land use policies, or regulations;
  • Inefficient procedures;
  • Gaps in available resources for development;
  • Deteriorating or inadequate infrastructure;
  • Lack of neighborhood amenities; or
  • Challenges to preserving existing housing stock such as increasing threats from natural hazards, redevelopment pressures, or expiration of affordability requirements.

Public Hearing
The public is invited to attend a Public Hearing in person or virtually to provide comments and feedback. 4 p.m. on Tuesday, October 8, 2023, at 1520 Market Street, St. Louis, MO 63103.
