The Chair will determine the amount of time all speakers will have. The Chair may determine this after all those wishing to speak have raised their hands. The time usually allotted to speak is about three (3) minutes. The exact time will be announced by the Chair before the public comments begin.

Board Bills

Board Bill Number 150
Introduced by Alderwoman Cara Spencer

This Board Bill An ordinance approves the dissolution of the Cherokee-Lemp Special Business District by repealing Ordinance Number 63957.

Board Bill Number 152
Introduced by Alderwoman Cara Spencer, Rasheen Aldridge

The purpose of this Board Bill is to expand the Soulard Community Improvement District (the “CID”). This Board Bill will approve the Petition to Amend the Petition to Establish the Soulard Community Improvement District (the “Petition”) which proposes the addition of property to the CID’s territory. Some 520 parcels are included in the existing CID, and this Board Bill adds approximately 500 additional parcels to the CID. This Board Bill extends the CID’s southern boundary to Lynch Street (from current southern boundaries Sidney Street and Ann Ave); the expanded CID’s other boundaries are 1-55 and 18th Street to the west, I-55 and Marion St. to the north, 3rd Street and Broadway to the east. The Petition was signed by over 50% of the property owners within the CID per capita (approx. 59%) and by assessed value (approx. 63%), as required by the CID Act, and has been filed with and approved by the City Register’s Office. This Board Bill does not change the CID’s duration, powers, status as a political subdivision, or the requirements to serve on the board of directors, all of which will remain the same.

Board Bill Number 158
Introduced by Alderwoman Anne Schweitzer

This board bill is being introduced to remove a certain undeveloped parcel of land from the Carondelet Commons Community Improvement District (the “CID”). The removal of this parcel from the District is being done at the request of the owner of the Parcel in connection with the proposed sale of the Parcel to a new owner that does not wish to participate in the CID. Approval of this Board Bill is part of the required procedures for removing a parcel from the boundaries of an existing community improvement district, as set forth in section 67.1441.1 of the CID Act.

Board Bill Number 159
Introduced by Alderwoman Anne Schweitzer

This Board Bill approves the Third Amendment to the Redevelopment Agreement between the City and Carondelet Broadway TIF, Inc. The purpose of this amendment is to remove certain property from the encumbrance of the Redevelopment Agreement originally approved by Ordinance No. 69520 and previously amended by Ordinance Nos. 70183 and Ordinance No. 70498.

Board Bill Number 161
Introduced by Alderwoman Cara Spencer

This Board Bill authorizes the City to issue taxable industrial revenue bonds in a principal amount not to exceed $41,000,000 to finance the costs of a proposed industrial development project for Anheuser – Busch, LLC. The proposed project includes new equipment and other personal property to support the Company’s operations. The project will also help the City meet its clean energy goals by reducing the Company’s reliance on fossil fuels. The industrial development bonds authorized by this Board Bill will be secured solely by lease payments made by the Company. The purpose of the bonds is to facilitate a 10-year, 50% personal property tax abatement on the equipment and other personal property acquired as part of the project. The bonds do not constitute a debt of the City and are not payable from any City tax revenues.

Board Bill Number 168
Introduced by Alderwoman Shameem Clark Hubbard

This proposed Board Bill proposes repealing Ordinance No. 65280, Ordinance No. 65361, which was in part ratified in Ordinance No. 65423, Section 501, and Ordinance No. 66970, respectively dissolving the special allocation funds for 3800 Park Avenue, the Gravois Plaza, and 6175-81 Delmar redevelopment areas and respectively terminating the designation of certain portions of The City of St. Louis, Missouri, as redevelopment area because the Obligations issued related thereto were paid or matured. The Special Allocation Funds will pass through any PILOTs and EATs captured to the statutory Taxing Jurisdictions.
