Sterile Syringe Program
Summary
The proposed bill directs the Director of Health of the City of St. Louis to compile, and to update and maintain current, a list of organizations recognized by the Missouri Department of Mental Health as Recovery Community Centers that provide the substance abuse and recovery related, services and public health risk mitigation programs specified in the bill, and set out below. 1. A sterile syringe access program, meaning a program focused on mitigating public health risks associated with the use of unsterile syringes and other injection related supplies such as sterile water, cotton, and tourniquets used by intravenous drug users, including the collection and safe storage and disposal of unsterile syringes and injection related supplies; and 2. Comprehensive educational programming for persons with substance abuse problems and members of the community concerning: public health risks associated with intravenous drug use including, transmission of viral hepatitis, HIV, and other blood borne illnesses, and safe disposal of syringes and injection related supplies; and 3. Educational programming on how to obtain and use naloxone.
