AND ROBERTS BLOSSOM HOUSE, L.L.C.; ESTABLISHING THE ENRIGHT/ARLINGTON COMMUNITY IMPROVEMENT DISTRICT; FINDING A PUBLIC PURPOSE; APPROVING APPOINTMENT OF THE INITIAL BOARD OF DIRECTORS THERETO; AND CONTAINING A SEVERABILITY AND AN EMERGENCY CLAUSE.
