An ordinance pertaining to board-up signage; enacting a new ordinance whereby the application, by stencil or other similar means, of any words, letters, numbers, or graphic advertising designs on the plywood or other material used to secure openings in vacant or occupied buildings is prohibited with the exception of letters or writing applied by the City of St. Louis or the Land Reutilization Authority; and
