An ordinance pertaining to public works, directing the Department of Streets and/or the Department of the President of the Board of Public Service to expend public funds by contracts or otherwise for the milling and resurfacing of public alleys, or for the removing of all or part of the asphalt surface of brick paved public alleys, if so directed by an appropriation ordinance; and containing an emergency clause.
