PROPOSITION NS INITIATIVE

the Board of Aldermen encourages the LRA to adopt a policy which will govern the use of the funding derived from the bonds authorized by Board Bill 222 and such policy shall provide for a transparent process for the selection, contracting, and sale of such properties utilizing Prop NS funds and such process shall provide for citizen input in an advisory role of the property selection. The process as designed will include measurable goals with outcome tracking and annual, publicly available reports on the program. The Board of Aldermen will ensure the use of such bond issue funding shall be expended in strict compliance with the intent and restrictions provided in the body of the language of Proposition NS initiative. The Board of Aldermen will ensure, except for a proposed 15 building pilot project, that Proposition NS funds will not be spent to stabilize any LRA buildings until a policy has been fully developed and officially adopted by the LRA commission. It is expected the funds from this program will be spent in proportion to the total number of vacant LRA buildings in each ward as of January 1st of each year. Aldermen shall communicate in writing to the LRA regarding acceptance or rejection of the proposed use of Prop NS funds on LRA buildings in their ward at the beginning of the nomination process.
