The special committee makes recommendations upon all aspects of the administrative transition from 28 wards to 14 wards, including the review of personnel structures, staff compensation, and departmental procedures; standing committee functions, the allocation of responsibilities, and aldermanic appointments to consolidate committee responsibilities and members; ward capital allocation, current account balances and projects, and appropriate funds for future distribution to 14 wards; already established municipal ordinances, policy, and documents, including past legislation and the Rules of the Board of Aldermen, and revise to reflect 14 wards and alderpersons.
