The City Hall License Office DMV operated through the Collector of Revenue’s office is able to process nondriver photo IDs and is open M-F from 8:30-4:15. Please join the virtual queue before coming: https://studentq.com/kiosk/index.cfm?iId=1052

To obtain a non-driver license from the Missouri Department of Revenue, you will need to provide the following:

  1. Proof of Name, Date of Birth, Place of Birth (see Missouri Department of Revenue site for acceptable documents)
  2. Social Security Number- physical card, signed & not laminated, or may be provided verbally if previous verification is on record. 
  3. Proof of Missouri Residential Address (see Missouri Department of Revenue site for acceptable documents)

The Collector of Revenue’s office can help provide personal property tax receipts for proof of Missouri Residential address. Personal property tax receipts can be obtained online or in City Hall Room 109.
