The Comptroller's Office Asset Management Section manages a group of mutually exclusive City functions. These functions include Telecommunications, Real Estate, Municipal Garage, Record Retention and Travel Management.
 
The Asset Management Section also represents the Comptroller's Office as a voting member of the City's Capital Committee. This role requires reviewing and analyzing City department requests for capital funds, allocating the funding among multiple projects, and completing the annual Capital Budget and 5-year Capital Plan. Asset Management fulfills a similar role in evaluating and determining the size and content of capital expenditure bond issues to be placed on the ballot and serves as the Comptroller's representative on various panels, selection committees and "ad-hoc" study groups.
 
Telecommunications
Responds to all "voice" telecommunications needs for City departments promptly, professionally and accurately. Meets its goal of being a "one call" proactive solution for all types of inquiries. These inquiries range from repair requests; to moves, additions or changes to existing service; all the way to complete installations of entire new systems. The Telecommunications Section is the "telephone company" for all City offices. With the emergence of this section in 1994, City government was split and distributed to two specialists who are responsible for Voice Services for an equal number of St. Louis City offices and various St. Louis City agencies.
 
The Telecommunications Section has installed new and modified existing telephone systems for the St. Louis City's Treasurer, Communications-Cable Division, Director of Streets, Personnel, Board of Public Service, Medium Security Institution (MSI), Federal Grants, Water Division, Collector of Revenue, Emergency Medical Service (EMS), Director of Health and Hospitals, Firefighters, S.L.A.T.E., Mayor's Office, Board of Aldermen and Vital Records.
 
Providing superior customer service, state of the art technology and cutting edge solutions that will assist the St. Louis City commissioners and directors in accomplishing their objectives is the goal of the Telecommunications Section.
 
The Telecommunications section demonstrates an unwavering commitment to continuous improvement in all areas of customer needs and service.

The Real Estate Section is primarily responsible for collecting rent on City & Port leases, managing fire insurance escrow receipts, processing block grant deeds, canceling errant tax bills, and handling the sale or lease of City property. Other responsibilities include processing special liens against property owners including those created by the Mayor's new Problem Property Task Force. In our capacity as "City Landlord" this office is often called upon to advise other departments and actively handle transaction details in real estate acquisition, development, and management projects. Included among these departments are SLDC agencies, BPS, Board of Aldermen, Mayor's Office, Treasurer's Office, Fire Department, Water Department, Health Department, and many others.

Municipal Garage

Administers operation of the Municipal Garage located at 1112 Clark Ave. Their primary functions include providing a clean, secure, well lit parking facility for City employees as well as providing a reliable fleet of cost-effective "pool vehicles" for City business use.

Administers operation of the city's microfilm and archive library. This library includes the storage of various real estate and other historical records, record retrieval, imaging documents, and the conversion of paper vouchers to electronic format.
 
Travel Management

Administers the City-wide travel policy. This policy sets guidelines for allowable expenses, meal allowance, etc. Travel Management ensures travel advances and airline tickets are ordered and available for City travelers and coordinates reconciliation of travel advances in a timely manner.
