Retiree Health Insurance Information through our current provider.
The City currently has coverage through Anthem.
Retiree Medical Group
Information regarding medical coverage will be sent to you with your retirement forms.
Complete the medical change form which will transfer you from the active to the retiree group and submit the premium indicated on the billing if you wish to continue medical coverage through the retiree group.
You will be transferred to the retiree group at the beginning of the month following your last day on payroll as an active employee.
New ID cards will be sent directly to you from the provider.
The premium will be deducted from your retirement check issued on the last banking day of each month to cover the following month; i.e., February premium will be withheld from the check issued at the end of January. If your retirement check is not sufficient to cover the monthly premium, a quarterly prepayment program is available.
In order to participate in the retiree group you must receive a monthly pension benefit. Therefore, if you elect the joint annuitant form of pension and have your spouse covered under the City plan, your spouse can remain in the plan following your death; otherwise coverage will terminate at the end of the month.
The retiree group will remain your primary insurance until you are entitled to Medicare. At that time, Medicare becomes primary and the retiree group secondary. Coordination of benefits then occurs between Medicare and the provider.
You must submit a copy of your Medicare card to our office when you or your spouse becomes entitled to Medicare. Your premium will be adjusted when we receive your Medicare card.
Medicare Advantage Plan
Anthem Medicare Advantage Endorsed PPO is a Medicare Advantage Plan*. You may transfer to the PPO plan when you become eligible for Medicare. Medicare eligibility means you have both Part A & B of Medicare. You do not have to be a member of AARP to enroll in this plan.

If you are eligible for Medicare and your spouse is not, you may both transfer to a Medicare Advantage plan when your spouse becomes eligible. Both retiree and spouse must enroll in the same Medicare Advantage plan. However, if only one is Medicare eligible, coverage can be split with one person enrolling in a Medicare Advantage plan and the other remaining in an Anthem plan. In order to enroll in a Medicare Advantage plan, the proper enrollment form along with the Medicare card must be submitted to our office. Coverage will be effective at the beginning of the month.
If you enroll in a Medicare Advantage plan through the City and later wish to enroll in a regular City-sponsored plan, you may do so during any subsequent open enrollment.
Medicare Parts A, B, & D
For information regarding Medicare Part A (Hospital), Part B (Medical), and Part D (Prescription Drug Coverage), visit www.medicare.gov.
Note, the City of St. Louis provides a creditable coverage notice to retirees prior attaining age 65 and one time each year thereafter. This notice indicates that the prescription drug coverage offered by Express Scripts, Inc. is, on average for all plan participants, expected to pay out as much as the standard Medicare prescription drug coverage will pay.
- You may discontinue medical coverage through the retiree group at any time but once you have discontinued coverage, you may never reenroll in the retiree group.
- If you do not have your spouse or other eligible dependents enrolled prior retirement, you cannot add them after retirement, even at open enrollment.
- You can transfer between plans only at open enrollment unless you become eligible for Medicare Parts A & B.

- The Retired Employees of the City of St. Louis (RECSL) sponsor health insurance through the Wangelin Insurance Agency, Inc., an independent insurance broker. The premiums for this insurance can be deducted from your retirement check if you desire; however, this is not a City-sponsored plan. Therefore, if you enroll in this coverage instead of one of the City-sponsored plans, you will not be able to enroll in one of the City plans in the future.
