Summary
The City of St. Louis Department of Health seeks a firm or firms to provide financial management services which would include:
  • Professional review of the DOH internal contract process, including identification of process issues, and subsequent recommendations;
  • Professional review of general internal control of all fiscal processes, and subsequent recommendations;
  • Audit of past contracts/grants with a focus on payments, reimbursements and supporting documents, which may involve follow up with external vendors/partners;
  • Performance of day to day fiscal and accounting operations, including fiscal support functions for DOH;
  • Provision of experience and training regarding federal cost accounting requirements and other grant requirements, including but not limited to identifying reimbursable costs, identifying, documenting and claiming eligible costs, the reporting of expenditures and performance data, and ensuring cost accounting compliance with federal requirements.
