St. Louis City CARES - Rental & Mortgage Assistance Program

Apply for rental and mortgage assistance provided by the STL City CARES Act

Overview

The City has allocated $5.4 million dollars of its CARES Act funding to assist City residents with their rental & mortgage payments. The Department of Human Services in collaboration with the Affordable Housing Commission and various housing organizations have established a rental and mortgage assistance program to help residents who are experiencing financial hardship during the COVID-19 pandemic. All forms of assistance will be made directly to the landlord/lender.

Preparation

Confirm your eligibility for rental and mortgage assistance.

  • Both tenants and home owners of the City of St. Louis are eligible for assistance
  • Applicant must demonstrate financial hardship due to COVID-19 pandemic
    • Examples: lost wages due to lay off/furlough, unemployment money not being received timely, doctor’s note demanding quarantine, medical hospitalization record, and other unique circumstances as approved by the Department of Human Services.

Until Congress appropriates additional funds for rental/mortgage assistance, we are no longer accepting new applications.

What to Expect

To mitigate the impact of COVID-19 on City of St. Louis residents, the City committed over $7 million dollars of CARES Act funds to create a rental and mortgage assistance program. Over 9,000 applications for rental and mortgage assistance have been received and all efforts are underway to process applications. However, funds are not sufficient to assist all 9,000 applicants who are seeking assistance.

Until Congress appropriates additional funds for rental/mortgage assistance, we are no longer accepting new applications.

If you have already applied, as our team continues to work through the December 30, 2020 deadline for the use of the Cares Act funds, your application may continue to be processed in the order in which it was received.

We know these uncertain times are stressful, which is why we need Congress to pass an additional COVID-19 relief bill. We will be sure to notify the community once we are able to accept new applications.

Submission of an application is not a guarantee that your application process is complete. The City of St. Louis has allocated $7.4 million dollars for rental and mortgage assistance and has received over 8,000 applications thus far. Applicants who submit this initial application can expect to be contacted by one of the 14 providers processing these applications within 7-8 weeks after submission. The provider will schedule an appointment to discuss their personal circumstances, provide information about required documents, and assist in the completion of the required forms. The provider will let applicants know if they are approved for assistance and the dollar amount of assistance to be provided.

Additional Information

There are three forms of assistance that you may be eligible for.

  • Rental Arrears
    • Rental Arrears must be in the months of March-November of 2020
      • Up to 3 months of rental arrears may be paid per household.
  • Rent Payments
    • Rent payments must be for the months of July-December of 2020
      • Up to 3 months of rent payments may be paid per household.
  • Mortgage Payments
    • Payments of past/current mortgage payments are allowed when there is no impending foreclosure proceedings or filings.
      • Up to 3 months of mortgage payments may be paid per household.

Housing assistance is limited to $3,500 per household.
