Information about HUD's Notice of Funding Opportunities for Continuum of Care
NOFO News
12/9/25 - The U.S. Department of Housing and Urban Development (HUD) withdrew the FY2025 Notice of Funding Opportunity (NOFO) for Continuums of Care (CoC) on 12/8/2025.
On 12/9/2025 the STL CoC Board voted to suspend our local FY2025 CoC Program Competition until further direction from HUD.
This vote means that applicants are NOT held to the December 11, 2025 deadline for applicants.
12/5/25 - Because HUD has still not opened up eSNAPS, we've created an alternate process for NEW and NEW TRANSITION projects for their application.
On the RFP page, two additional documents have been added, one is a narrative document and the other is an Excel workbook, which has some additional project questions. If you are submitting a NEW application or you have chosen to re-purpose your existing project, which will be considered a NEW Transition project, you can start working on these documents immediately.
Upcoming Due Dates:
- City Subrecipient Project Applications due December 5th.
- Direct HUD Recipient Applications due December 11th.
11/25/25 - CoC Board of Directors approved the final CoC Rank and Review Policies & Procedures.
Local CoC Program Competition Timeline
Here is a line up of the events to take place for the CoC Competition.
- November 24 - Publication of the FY2025 CoC Program Local Competition RFP.
- November 24, 1:00pm - Applicant Debriefing Webinar.
- December 1-5 - Technical Assistance for Applicants available by scheduling an appointment with Cindy Crain, Consultant.
- December 5, 5:00pm - Deadline for all City Subrecipient Applications (new and renewal) to allow recipient to complete applications in eSNAPS. Will work directly with OrgCode and City of St. Louis HSD
- December 11, 5:00pm - All new and Renewal Project Applicant deadline. *City will coordinate with subrecipients on final project submission (NOFO Deadline is December 14)
- December 12, 11:00am - Applications hand off and instructions to Review and Rank Committee ZOOM meeting
- December 18, 9:00am-3:00pm - Review and Rank Committee Meet – in Person full day meeting
- December 19 - CoC Board Of Directors Meeting to Approve Project Priority Listing Post Listing on Collaborative Applicant website
- December 22 - Notify Local Applicants of Ranking and Funding in Local Priority List (NOFO Deadlines is December 31)
- January 14 - Submit Complete Consolidated Application to HUD in eSNAPS

FY 2025 CoC Consolidated Application
Letter of Intent
The deadline to submit a Letter of Intent for the 2025 Continuum of Care (CoC NOFO) competition has passed. Organizations that did not submit a Letter of Intent may still be eligible to apply for funding.
Letter of Intent – Renewal Projects
If your organization had an awarded project in the previous year's CoC NOFO competition, you will be applying as a “RENEWAL.”
Letter of Intent – New Projects
If you have not previously been awarded CoC NOFO funding and are interested in applying for the 2025 competition, you will be applying as a “NEW” project.
Existing projects that intend to change their current project in any way—such as returning funds, reallocating funds, consolidating projects, changing project type, or changing recipient status—must also apply as a “NEW” project.
