Summary
The City of St. Louis Department of Human Services is seeking an organization with the programmatic and fiscal capability of assisting low-income and homeless Veterans by providing financial assistance for utility or rental/housing related assistance.  A total of sixty (60) veterans who are seeking employment or those unable to be employed due to a disability, wishing to achieve or maintain self sufficiency, may be served through this project.  Financial assistance is generally defined as a one time payment of utility or rental/housing assistance at a maximum rate not to exceed $500.00 per veteran client.  Through this request, the Department is seeking proposals from an organization with proven experience serving veterans and individuals who are at-risk, and who have multiple barriers limiting their ability to obtain and retain housing & employment. The Department is seeking organizations with the ability to cut checks as needed to the appropriate Landlords or Utility service providers in a timely manner, with the understanding that the Department of Human Services will reimburse the successful contractor for those expenditures.  Such an organization shall be selected by a (5) member selection committee comprised of representatives from various city offices. Preference will be given to organizations that provide employment and other supportive services to Veterans. Funds for these services are contingent upon awards from the Missouri Veterans Commission.
