About the Equity Indicators

The CUNY Institute for State and Local Governance (ISLG), in partnership with The Rockefeller Foundation and 100 Resilient Cities (100RC), announced the selection of five cities to receive support to develop a tool to track progress towards equality, helping decision makers craft more effective policies to assist communities in each city. This work will build on the model developed by ISLG to measure equality among diverse groups (e.g., racial and ethnic minorities, immigrants, individuals with disabilities) in New York City. The NYC model measures equality across six broad areas, including economy, education, health, housing, justice, and services.

The selected cities — DallasOakland, Pittsburgh, St. Louis, and Tulsa — will each work with ISLG to build a tool that prioritizes the needs of each city and will complement the comprehensive Resilience Strategies being developed or implemented as member cities of 100RC.

About the St. Louis Equity Indicator Tool

The tool will include a number of specific indicators to measure disparities across various sectors and groups identified specifically for St. Louis City. ISLG will work with St. Louis and the local community to solidify priorities and determine which broad areas to focus on. A final set of indicators will then be chosen drawing from local data in each of these areas, and together, these indicators will provide practical means to assess progress—or lack of progress—over time and connect it to policy development. The tool is scheduled to launch in early 2018, with an annual report citing progress at the end of 2018.

Position Description

Reporting to the City of St. Louis Chief Resilience Officer and the Deputy Mayor for Racial Equity and Priority Initiatives, the Equity Indicators Project Manager will be responsible for managing the day to day tasks necessary to develop, launch and report on the 1st year of the St. Louis City Equity Indicators tool.

Responsibilities

Design, support, and execute workplan and resources for key tasks pertaining to the indicators tool and report including but not limited to:

  • Serving as the key contact between CUNY/ISLG and the City of St. Louis, the City of St. Louis and external partners and internally within the City of St. Louis departments;
  • Managing collection and identification of needed data;
  • Managing development of the tool itself, as well as messaging to support the indicators and progress;
  • Keeping internal and external departments and partners up to date on project progress;
  • Synthesizing existing data, policy reports and best practices to inform tool development;
  • Ensuring alignment with existing community priorities, existing reports and measurements
  • Building internal and community knowledge of the tool;
  • Preparing presentations and other special reports for public consumption that accurately capture the indicator tool;
  • Organizing and executing internal and external feedback meetings and sessions;
  • Analyzing and presenting feedback from various stakeholders.

Qualifications

The Equity Indicators Project Manager will have a working understanding of Racial Equity, and be well-versed in the Ferguson Commission Report, the For the Sake of All report, East-West Gateway’s Annual Where We Stand Report and other regional reports addressing inequity in the St. Louis Region. The ideal Equity Indicators Project Manager will have proven leadership, and relationship management experience.

Concrete demonstrable experience and other qualifications include:

  • Bachelor's degree or equivalent combination of experience and skills
  • At minimum 2 years of communications/strategy/policy/analytical work toward achieving positive social change, a track record of effective leadership, and ability to point to specific examples of having developed and operationalized strategies that helped organizations leverage existing resources to address bias, disparities, and inequity
  • Strong sense of mission and desire to have a significant impact through quality programs and data-driven program evaluation
  • Excellent critical thinking skills and strong emotional intelligence
  • Strong analytical capabilities
  • Ability to set and achieve strategic objectives, as well as adaptability to shift activities and methods to match the work and in service of the strategic objectives
  • Strong experience with culturally responsive community organizing or community engagement that led to actionable objectives and outcomes
  • Ability to work within a fast-paced environment in collaboration with diverse groups of people, and openness to constructive feedback
  • Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills
  • Passion, idealism, integrity, positive attitude, mission-driven, and self-directed
  • Experience with facilitation and special events planning
  • Track record of outstanding results in their education, activities, and previous positions.
  • Ability to create strong and productive relationships, collaborate with internal team members, and communicate complex concepts and constructs in clear, succinct, and compelling ways
  • Project management or consulting experience
  • Strong knowlege of Miscrosoft Office, Google cloud products and social media tools

Terms of Employment

This job description is for a grant-funded appointment through the end of 2018 with potential for extension beyond (based on funding).

Working Conditions And Physical Effort

  • Work is normally performed in a typical interior/office work environment.
  • Requires the ability to lift and carry files/papers of up to twenty pounds.
  • Requires the ability to distinguish objects clearly in near vision for writing and computer work.
