Senior Policy Advisor
Carl Filler is the Senior Policy Advisor in the Office of the Mayor. He developed and coordinated the City’s comprehensive crime prevention plan and related public safety efforts under the previous administration and leads up several public safety initiatives including administration of Prop P, the successful police chief search, and several grant-funded initiatives around police and jail use reform. Prior to moving into the Mayor’s Office in 2015, he was the Director of Community Health Improvement at the City’s Department of Health (DOH) focusing on violence prevention, chronic disease prevention, and oversaw the DOH’s data and evaluation team. He has worked as a Project Manager for the St. Louis Prevention Research Center conducting research on chronic disease and as a Project Director for the St. Louis-based consulting firm, Transtria LLC, providing evaluation and technical assistance to state, federal, and local agencies on chronic disease prevention, health equity, and strategic planning. He has a Master of Social Work degree from Washington University in St. Louis, a Bachelor of Arts degree in history from the University of Rochester, and a certificate in Japanese language from Cornell University.
