Summary
On May 16, 2025, a devastating and deadly mile-wide EF-3 tornado produced extensive damage in the City of St. Louis (“City”), affecting over 10,000 homes and businesses across ten square miles, including several historic and low-income neighborhoods. As many as 50,000 people have been impacted by this disaster and are now faced with an unprecedented need for assistance with property repairs, demolitions, debris removal, housing and relocation assistance, and other supportive services. The City of St. Louis is working to address these needs, particularly for the un- and under-insured, with a wide range of rapidly developing assistance programs.
The City of St. Louis is looking to secure an agreement with a qualified firm to provide Disaster Debris Monitoring and ancillary services in accordance with all statutes and rules issued by the Federal Emergency Management Agency (FEMA). All work shall follow the Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) requirements to maintain a safe working environment.
The City of St. Louis seeks proposals for Disaster Debris Removal Monitoring Services to monitor the management, removal, and lawful disposal of construction and demolition debris (“C&D”), vegetative debris, and hazardous household waste (HHW) on both public and private property generated by the tornado event. The selected monitoring firm (“Monitor”) will provide monitoring for both public right-of-way (“ROW”) debris removal and private property debris removal (“PPDR”), potentially by one or more Debris Removal Contractors (DRC).
