Project Overview

Louisiana Street, which connects and 2 neighborhoods, schools, community centers, Carondelet and Marquette Parks, and commercial and employment opportunities, is an ideal candidate for a Calm Street and traffic networking implementation in southern Saint Louis, Missouri. Calm Streets are streets with low motor traffic volumes and speed that provide safe and accessible routes for walking and biking. These routes are important to the City as we continue to promote a robust multimodal transportation system that supports users of all ages and abilities. Calm Streets projects continue to grow within neighborhoods around the country due to the significant benefits for pedestrians, motorists, and cyclists.

The 1.6 miles of the project corridor are on Louisiana Street from Hilly Hills Avenue to the south and Meramec Street to the north. Phase 2 of this Calm Streets Project connects Carondelet Park on the south to the Downtown Dutchtown area to the north, near Marquette Park. Currently, the existing conditions throughout this project corridor are not favorable to foot and bicycle traffic; the project route lacks high visibility crossing or cycling striping and ADA-compliant ramps and is plagued by high-speed motor vehicle traffic. Traffic calming features will decrease traffic speed and create a safer corridor for pedestrians, bicyclists, and motorists.

Traffic Calming Improvements:    
•    Intersection bumpouts 
•    Neighborhood traffic circles 
•    Speed humps 
•    Rectangular Rapid-Flashing Beacon (RRFB)

Bicycle-Related Improvements
•    Colored pavement crossing for bicycle lanes
•    Marked shared roadway (shared-lane markings, “sharrow”
•    Wayfinding, bicycle racks or parking, or other end of trip facilities
•    Dedicated bicycle lane


Pedestrian-Related Improvements
•    ADA compliant ramps at crosswalks
•    Marked crosswalks and high visibility crosswalks
•    Sidewalk spot slab improvements
•    Construction of new curbs
•    Curb ramp reconstruction
•    Wayfinding, furniture, or other end of trip facilities
•    Sidewalk addition on Holly Hills Avenue and Louisiana Street
