Requirements for Installation of Telecommunications Cable and Conduit

Covering the Communications Division requirements for general, aerial and underground installations, as well as, the Street Division requirements for underground installations.

General Requirements

Communications Division

  1. All contractors must have a City business license (Rm 104 City Hall) and Communications or Electrical license.
  2. All applicable permits, or copies thereof, shall be available for inspection at the work site.
  3. Permittee must submit “as built” plans to the Communications Division upon completion of construction.
  4. Work must begin within 60 days of BPS approval or permit will become void and a new application will need to be submitted.  All permit work must be completed within 120 days.

Aerial Installations

Communications Division Requirements   

  1. Cable shall be attached to poles in accordance with Section 23.52.080, revised Code of the City of St. Louis.  Where minimum height requirements cannot be met in alleys, lines must be installed so as to cause minimum interference.
  2. Permittee will be responsible for any damage done to cables attached below minimum height requirement in alleys.  The City of St. Louis will not be responsible for any damage to cables as a result of normal dumping of automated refuse containers.

Underground Installations

Communications Division Requirements

  1. Excavation in residential areas requires a one-week advance notice to residents and Alderman.
  2. Utility locations must be clearly marked prior to excavation. Water Division maps must be on site.
  3. All underground installations will comply with City ordinances and the National Electric Code.
  4. Communications Division must be notified (552-2900) 24 hours prior to excavation.

Street Department Requirements

  1. Permittee shall obtain excavation and/or blocking permits prior to commencement of work.
  2. No work shall be performed in right-of-way during peak hours in the “peak” direction.
  3. Permittee shall not block more than one lane in each direction when working in intersections or when trenching or excavating across a street.
  4. All traffic lanes and intersections to be open during peak traffic hours.
  5. Proper advance warning (signs and/or arrow boards), and sufficient traffic control devices for effective channelization of traffic, shall be provided by permittee.
  6. Permittee to cover open, excavated areas lying outside the protected work zone with steel plating.
  7. Backfill and pavement replacement to conform with Street Department requirements.
  8. All work to be performed under the direction of the Director of Streets.
  9. A set of drawings must be submitted showing location and flow lines of the conduit and manholes.
  10. When applying for an excavation permit, permittee must provide a work schedule showing the starting and completion date at each section.

Water Division Requirements

  1. Map or diagram of work being performed provided in a GIS Shapefile Projected Coordinate System: NAD_1983_StatePlane_Missouri_East_FIPS_2401_Feet
  2. Written narrative of work being performed to include: starting and stopping point (street name & addresses), method(s) of installation, what is being installed, street(s) where work is performed, etc.
  3. Printed copies of approved drawings must be on site at all times during construction
  4. Encasement duct shall extend a minimum of five (5) feet each side of the Water Divisions main’s centerline and be placed a minimum of three (3) feet under the existing water main.
  5. All work done shall meet the conditions and regulations set forth in the Missouri State Law – Underground Facility Safety and Damage Prevention – Chapter 319.015-319.050 of the Revised Statutes of Missouri.
