Apply for an IoT and Technology Deployment Permit

Through this process, the City of St. Louis will grant a Permit Applicant the use of an approved City Structure or Infrastructure as necessary to utilize, replace, or upgrade such Structures and Infrastructure.

Overview

An Internet of Things (IoT) services and Technology Deployment Permit is required to deploy small cell installations. Through this process, the City of St. Louis will grant the use of an approved City Structure or Infrastructure as necessary to utilize, replace, or upgrade such structures and infrastructure. 

  • Telecommunications companies must first acquire a City Business License before applications will be accepted.
  • Liability insurance and a bond must be maintained and on file with the City of St. Louis as a condition of the permit.

Preparation

  1. Review the documents and specifications on the IoT and Technology Deployment Permit Terms and Conditions Third Amendment.
  2. Collect the following required documents for upload:
    • A brief description of the intended use of the Right of Way.
    • Signed and sealed drawings by a Missouri-registered professional engineer or architect.
    • Site Shape File.

Instructions

  1. Use the Begin Online button below to register and pay for your site location.
  2. Upload all required documentation.
  3. You will receive an email confirmation that your permit application has been received, which will also include instructions on how to check the status of your application.
  4. A permit application fee of $500.00 and a make-ready fee of $1,000.00 must be made via check payable to the City of St. Louis, and mailed to the Communications Division at 4971 Oakland Avenue, St. Louis, MO 63110.
  5. Once the application fee is received in the Communications office, you will be approved to move to the next step of the process.

What to Expect

  • The permit application review generally takes 60 days.
  • Depending on the location and scope of work, multiple city departments and agencies review each application.
  • You will be contacted if additional information or revisions are needed. The 60-day review window will pause until revisions are submitted.
  • Once all departments have reviewed and approved the applications, they will be referred to the next Board of Public Service meeting for final approval.
  • The Office of the Secretary will issue the permit on behalf of the Board of Public Service. You will then be able to download the approved permit.
  • The approved permit, drawings, and excavation permit must always be available on the job site for review.
  • A 24-hour notice must be sent to Alex Merideth at meridetha@stlouis-mo.gov and approved before work can commence.
