Director of Strategic Workforce & Compliance Inclusion

Under the direction of the Chief of Staff of St. Louis Development Corporation (SLDC), the Director provides direction and leadership in the development of programs and services, which advance opportunities and manages compliance for growth of minority and women in workforce for The City of St Louis. The Director works with SLDC departments, City departments, developers and with community partners to facilitate the increase and success of minority-owned and women-owned businesses, including increasing quantity of new or existing qualified MBE and WBE and increasing access to City contracts and other opportunities. Manages the execution and implementation of all M/WBE executive orders, and/or ordnances related procedures/policies/practices/strategies.

ESSENTIAL JOB FUNCTIONS
Workforce
Initiates collaborative efforts with stakeholders and partner agencies to determine the current demand for various occupations and works to develop innovative workforce development initiatives

Ensures the delivery of high-quality workforce development services that support the needs of St. Louis’ businesses, jobseekers and labor force


Develops interagency partnerships with other agencies and professional organizations to assess/ discuss/ resolve issues, and coordinate activities


Maintains administrative oversight of the strategic planning and implementation of opportunity fairs and open houses to promote programs available through created workforce initiatives


Collects and analyzes a variety of complex data and information. Performs statistical analysis and summarizes findings in applicable reports or other communication mediums


Participates in/on a variety of meetings, committees, task forces, and/or other related groups to communicate information regarding services, programs, areas of opportunity, and/or other pertinent information as appropriate


Participating in national workgroups, associations, trainings, organizations and conferences on topic relevant to formulation of national policy, procedures, best practices for workforce development programs and to remain abreast of the latest trends in program services through surveys, models/ studies and to share results with staff at all levels to improve services to St. Louis’ jobseekers and businesses


Build community and organizational relationships. Lead efforts to implement innovative and effective initiatives and services through the Workforce Innovation and Opportunity Act and other funding sources Develop broad policy guidance to direct regional career, job training, and employment initiatives. Serve as lead for regional workforce initiatives. Lead other projects that enhance development of a consolidated regional system


Make presentations to public and civic groups on matters of significance to the system; participate in community meetings and other public events that advance the Board’s leadership role in workforce development and economic development issues; participate in state, regional, and national meetings, conferences, and training sessions designed to enhance professional knowledge and skills


Coordinate development of department budget; monitor expenditures of department funds; analyze data, operational, and management reports for the region; prepare, review, and submit reports concerning activities, budget, expenses, and other items affecting program services


Oversee contract negotiations and agreements for funding and implementation of programs; develop professional services requests, review proposals, select contractors, prepare contracts; oversee implementation of contracts; ensure that obligations are met; that invoices are received, processed, and within parameters of contract budgets


Provide professional development opportunities to department staff to enhance and upgrade skills to meet current demands
Compliance
Develops, coordinates, and conducts seminars to promote resources available to M/WBEs. This includes business management training, access to capital, relocation series, certification assistance and business fairs.


Develops and maintains statistical reports for use in understanding what is happening in the M/WBE business community.




Conduct Utilization Plan Reviews prior to pre-award conferences and approve the recommendation as to the selected bidder’s good faith efforts to meet the City of St. Louis’ M/WBE goals as set forth Ordinances 70767 and 71094. Review the compliance plan and any supporting documentation for approval.


Verify M/WBE is performing a Commercially Useful Function as defined by NACIS codes throughout the duration of the contract. Identify obstacles to M/WBE contracting and increase opportunities and accessibility of information regarding construction projects. Provide assistance in the recruitment and placement of M/WBE’s.


Direct Contract Compliance Specialists in M/WBE Compliance pertaining to executive orders and ordinances.


Markets, promotes, and advocates MBEs and WBEs to the community.


Conducted and/or directed site visits to construction project sites to investigate and document contract compliance and/or document areas of non-compliance throughout the execution and of all contracts subject to Ordinances 70767 and 71094.


Researches, secures, and administers grants focused on M/WBEs.


Works to improve access to capital and financial programs for the M/WBE community.


Conduct contract compliance reviews and investigations as necessary to track and monitor M/WBE utilization for city projects receiving city incentives.


Develops and maintains relationships with local, state, and Federal agencies involved with formation and growth of MBEs and WBEs.


Plan, assign, organize and direct the work of the Contract Compliance Specialists in the implementation of approved strategies for inclusion on projects they monitor.


Collaborates with the community partners to assist and develop systems to improve management skills of MBEs and WBEs.

CONDITIONS OF EMPLOYMENT:
Requires St. Louis City residency within 180 days of regular employment status.
Requires valid driver’s license - site visits.
WORKING CONDITIONS AND PHYSICAL EFFORT:
Work is normally performed in a typical interior/office work environment.
Exposure to elements during site visits.
Requires the ability to lift and carry files/papers of up to ten pounds.
Requires the ability to stoop, crouch, balance, bend, and climb during site visits.
Requires the ability to distinguish objects clearly in near vision for writing and computer work.

Qualifications
Bachelors degree in public administration, business administration, urban planning, or related field. Masters degree in related field preferred. A minimum of 7+ years economic/business development and/or small business development with an emphasis in minority business development. Experience building and leading an effective department. Ability to work effectively with a variety of individuals with diverse interests and backgrounds a must. Must have the ability to manage multiple projects, meet deadlines, and direct program development.  Excellent writing and communications skills needed.  General knowledge of not-for-profit board procedures is helpful.
