St. Louis Development Corporation (“SLDC”) issued this Request for Proposals (“RFP”) to engage a consultant to complete a parking study and propose measures that can be undertaken to responsibly plan for and manage various parking needs in support of future development. The study will have a focus area on two neighborhoods: Downtown and Downtown West. This will act a geographical expansion and overall update of the 2012 study performed by Carl Walker titled Gateway Arch Parking Alternatives Study – Final Report (Document 3 below). The final report will contain alternatives for meeting the parking needs of the study area and “micro-areas” related to development opportunities. These alternatives are expected to propose utilizing excess capacity in existing parking facilities, expanding and refurbishing of existing parking facilities, and the potential construction of new parking facilities.
