JOB QUALIFICATIONS

Qualifications include a minimum of a B.A./B.S. in planning, urban design, economics, business or related field. Masters preferred. 5+ years in planning, urban development, economic development or related field. Personal computer skills in Microsoft office products a must. Demonstrated ability to manage multiple projects simultaneously and ability to analyze complex business financials and economic incentives. Must display a expert understanding of economic development tools. Good oral, presentation, and written communication skills. Ability to work with public officials and general public.

GENERAL SUMMARY

Under limited direction, performs a full range of professional and technical duties in support of the economic growth in the City by providing sound analysis of economic incentive tools and programs, and developing consistency in incentive reporting. Promotes and facilitates projects in strategic areas.

ESSENTIAL JOB FUNCTIONS

  • Prepares comprehensive documents, technical and analytical reports pertaining to economic incentives. This includes project/incentive cost-benefit, project proforma and project financial feasibility analysis. Independently conducts research and data collection to support analysis, as well as providing written reports and presentations to the City's Aldermanic Board and committees, staff, various boards, commissions, authorities, community groups, and other stakeholders.
  • Plans, coordinates and participates in economic development and related special projects, including complex research, budget analysis and preparation of feasibility analysis and presentation of reports in both written and oral form.
  • Analyzes financial strategies and identifies potential funding sources for economic development priorities, determines the economic impact of initiatives or projects.
  • Establishes and maintains close cooperation with appropriate public and private business and community organizations, departments, boards, agencies and individuals involved in economic and related development activities;conducts community outreach when appropriate for planning and implementing economic development activities.
  • Prepares and administers contracts and agreements as necessary for assigned projects and programs. Monitors implementation, compliance and, if necessary, recommends modifications or actions that need to be pursued.
  • Prepares, monitors and provides administrative support with operating budgets and funding allocations;assists in the development of financing plans and agreements between public agencies and appropriate private parties for related economic development programs and projects.
  • Assists in establishing economic goals and programs;coordinates with other City departments to perform short and long-range planning to ensure prosperous economic growth of the City.
  • Researches, plans and coordinates changes to operating policies and practices related to economic development activities. Researches, applies for, and manages grant proposals.
  • Responds to inquires and provides information regarding City economic development and development project activities, and other related matters;attends meetings;serves on committees as assigned;participates in discussions regarding economic development;and serves as a liaison to potential investors, developers, local businesses, and the public at large.

CONDITIONS OF EMPLOYMENT:

  • Requires St. Louis City residency within 180 days of employment completion of probationary period.
  • Requires valid driver's license - site visits.

WORKING CONDITIONS AND PHYSICAL EFFORT:

  • Work is normally performed in a typical interior/office work environment.
  • Exposure to elements during site visits.
  • Requires the ability to lift and carry files/papers of up to twenty pounds.
  • Requires the ability to stoop, crouch, balance, bend, and climb during site visits.
  • Requires the ability to distinguish objects clearly in near vision for writing and computer work.
