Major Project Manager II

Position is responsible for promoting and facilitating development projects (primarily commercial real estate and large agency asset disposition) in strategic areas, managing all aspects to ensure successful completion.

Job Qualifications

Qualifications include a minimum of a bachelor’s degree; MBA, real estate or economic development related master’s degree a plus. Demonstrated expertise in public and municipal finance (TIF, enterprise zones, federal and state grants, etc.) Strong financial, analytical modeling and problem-solving skills with proven experience with spreadsheets and financial programs. Proven background in commercial real estate project work. Current Real Estate Broker’s License. Project management software and mapping software experience a plus. Superior communications skills, both orally and in writing.

Works under minimal supervision. Promotes and facilitates commercial development projects in strategic areas. Manages all aspects of a project to ensure its successful completion.

Essential Job Functions

  • In coordination with the Director of Real Estate, manages the on-going protection, maintenance, and disposition of assigned major real estate assets. 
  • Manages all aspects of assigned major project areas to ensure successful development completion. Emphasis in commercial real estate development.
  • Analyzes development proposals 
  • “Sells” development and investment possibilities by presenting the advantages of tax incentives TIF, tax abatement, CID/TDD and identifies public financing structures. 
  • Drafts request for proposals/qualifications, and manages negotiating process. 
  • Analyzes third-party proposals and identifies appropriate strategies to assist the parties involved .
  • Coordinates with developers, other departments and city agencies to assure that projects stay on schedule and within budget. 
  • Prepares board resolutions required for approval of various phases of the development process. 
  • Prepares project status reports and project tracking tools, and maintains files for due diligence and financials. 
  • Reads, understands and analyzes (and in some cases produces) documents defining project, including but not limited to: agreements, leases, work letters, project charters, RFPs, surveys, budgets, schedules, and drawings. 
  • Conducts research to support alternative asset disposition strategies. 
  • Researches, applies for, and manages grant proposals.

Conditions of Employment:

  • Requires St. Louis City residency within 180 days after successful completion of the 180 day probationary period. Residency requirement will not be waived.
  • Requires valid driver’s license - site visits.

Working Conditions and Physical Effort:

  • Work is normally performed in a typical interior/office work environment.
  • Exposure to elements during site visits.
  • Requires the ability to lift and carry files/papers of up to twenty pounds.
  • Requires the ability to stoop, crouch, balance, bend, and climb during site visits.
  • Requires the ability to distinguish objects clearly in near vision for writing and computer work.
