Neighborhood Business Development Assistant

Performs a wide variety of departmental support duties. Works closely with the Director and Commercial District Managers (CDM) administering and implementing neighborhood business development projects and programs. This position Administers Davis•Bacon compliance.

JOB QUALIFICATIONS

Qualifications include a minimum of a high school diploma or GED, bachelor's degree preferred. 3+ years of business/administrative experience in a fast paced environment. Must be proficient in Microsoft Office products, demonstrate outstanding organizational skills, and possess good communication skills. Must show the ability to coordinate and juggle multiple priorities. Must be able to work independently as well as with other department heads, committees/teams, elected officials, and citizens.

GENERAL SUMMARY

Under general supervision, performs a wide variety of departmental support duties. Works closely with the Director and Commercial District Managers (CDM) administering and implementing neighborhood business development projects and programs. This position Administers Davis″Bacon compliance.

ESSENTIAL JOB FUNCTIONS

  • Works with CDM's to monitor the Neighborhood Commercial District Improvement (NCDI) programs and/or projects for implementation and compliance with existing standards, regulations, budget limits and laws related to Davis″Bacon requirements.

·Conducts program/project site visits and evaluates compliance.

·Monitors grant fund expenditures;completes and submits program/project reports. Researches Davis″Bacon requirements and assists CDM's with grant applications, program budgets, work programs and contracts to ensure compliance.

·Monitors contract performance.

·Processes grant applications.

·May train CDM staff and others regarding Davis″Bacon requirements and compliance.

  • Coordinates Façade Committee meetings and prepares related material such as agenda, minutes, and follow-up documents.
  • Maintains NCDIP project database.
  • Assists commercial district managers with activities and events in commercial corridors and business districts.
  • Prepares monthly, quarterly and year-end project/department reports. Prepares related reports for CDM and Façade meetings.
  • Compiles and maintains list of projects for Commercial District programs. Assists director in developing and compiling reports.
  • Works as part of website team to keep neighborhood business development projects and profiles up-to-date.
  • Assists with developing and producing marketing material for the department. Sits on the website and social media committee, and is responsible for keeping neighborhood business development web pages up to date.
  • Provides administrative support such as answering telephones, assisting visitors, transcribing meeting discussions/notes, updating forms, resolving and/or referring a range of administrative problems and inquiries. Sorts, screens, reviews, and distributes incoming and outgoing mail;may compose, prepare, or ensure timely responses to a variety of routine written inquiries. Schedules and coordinates meetings, events, appointments, and/or other similar activities for director and department, which may include coordinating travel and lodging arrangements.

CONDITIONS OF EMPLOYMENT:

  • Requires St. Louis City residency within 180 days of successful completion of probationary period
  • Requires valid driver's license and access to vehicle - site visits.

WORKING CONDITIONS AND PHYSICAL EFFORT:

  • Work is normally performed in a typical interior/office work environment.
  • Exposure to elements and construction site hazards during site visits.
  • Requires the ability to lift and carry files/papers of up to 15 pounds.
  • Requires the ability to stoop, crouch, balance, bend, and climb during site visits.
  • Requires the ability to distinguish objects clearly in near vision for writing and computer work.
