Neighborhood Business Development Director

The Neighborhood Business Development Director coordinates activity for the Neighborhood Commercial District Improvement Program which provides assistance to the business districts throughout the City of St. Louis, and manages all administrative aspects of the program, including budget, and preparation of financial reports. Supervises NBD staff and works collaboratively with city agencies in the areas of program development and strategic delivery of services. Maintains records and reports, establishes technical resource files and monitors the annual project budget. Provides management assistance to merchants, building owners and retail development is selected commercial areas.

JOB QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor's Degree in Urban Planning, Urban Design, Economic Development, or a related field. Extensive (7+ years) progressively responsible work experience at a level that required supervision or management of projects and programs, and staff. 

Work requires independent judgment and initiative. Requires demonstrable experience working in partnership with City departments, residents, property stakeholders, and community organizations. Must have strong, demonstrated communication skills (public speaking, persuasive writing, report writing, negotiation, building consensus, and communicating complex topics/concepts to varied audiences). .Some knowledge of St. Louis City Wards and commercial districts is desirable. Must possess a high level of energy and a true passion for community development and revitalization. Must demonstrate an understanding of the existing assets of the St. Louis City community and have the ability to effectively communicate ways the organization will enhancing those existing assets. Proficient in Microsoft Word, Excel, and PowerPoint. Able to adapt quickly to new technology and show the ability to work in a very fast paced environment. 

GENERAL SUMMARY

To this end, the Neighborhood Business Development Staff is committed to promoting and assisting in the success businesses using a variety of strategies to revitalize and strengthen neighborhood commercial areas.

ESSENTIAL JOB FUNCTIONS

  • Represents department on select boards, meeting or events.
  • Responsible for development, administration and management of Neighborhood Commercial District Improvement Program (NCDIP) budget and strategic plan
  • Supervisor, coordinate and evaluate Commercial District Managers’ duties and job performance
  • Responsible for identifying areas appropriate for implementation of innovative city/state/federal/private revenue initiatives and assist managers in organizing and implementing initiative.
  • Acts as liaison between Commercial District Managers and governing officials and City departments for the most effective implementation of business development initiatives
  • Attend business association meetings, community meetings and events as necessary
  • Coordinate commercial space marketing opportunities and resources with Commercial District Managers and related departments, and real estate/development initiative
  • Promote business opportunities within the City of St. Louis
  • Coordinate long-term planning for commercial district development strategies throughout the City
  • Coordinate and assist Commercial District Manager’s role in St. Louis Development Corporation’s special project initiative
  • Assist Commercial District Managers with promotion, management and growth of business associations in selected commercial areas
  • Assist in the planning and coordinating of special meetings and events, such as the Mayor’s Business Meetings, Ribbon Cutting Ceremonies, Award Dinners, etc., or other events where the business community is involved
  • Chair bi-weekly Façade Committee Meetings and monthly Commercial District Manager meetings
  • Collect and assemble data from Commercial District managers to produce Quarterly Program Reports

CONDITIONS OF EMPLOYMENT:

  • Requires St. Louis City residency within 180 days of successful completion of the 180-day probationary period.
  • Requires valid driver’s license – community/development/neighborhood visits.

WORKING CONDITIONS AND PHYSICAL EFFORT:

  • Indoor office environment
  • Occasional use of personal vehicle – community/development/neighborhood visits
  • Requires the ability to lift and carry files/supplies of up to twenty pounds
  • Requires the ability to distinguish objects clearly in near vision for writing and computer work
  • Occasional non-regular hours
