The Land Reutilization Authority of the City of St. Louis, Missouri (“LRA”) is seeking proposals for the redevelopment of 306-316 North Tucker Boulevard and 1122 Locust Street (Tucker/Locust Garage). The adjacent parcels are located in City Block (“CB”) 516 in Ward 7 in the Downtown neighborhood. The parcels form a rectangular 0.57-acre development site bound by Locust Street to the north, a small surface parking lot and historic commercial uses to the east, and Tucker Boulevard to the west. The Board of Election Commissioners building—a portion of which is being converted to loft apartments—and office uses border the site to the south.

The site is currently improved with a vacant, seven-story, 476-space concrete parking structure with commercial space on the lower, first, and second levels. The structure is condemned for occupancy and both parcels are currently owned by LRA.

This RFP is requesting design-build services for the substantial rehabilitation of the structure, which could be owned by the Land Clearance for Redevelopment Authority (LCRA) in a to-be-established parking trust. The inclusion of sufficient parking to support the proposed use as well as nearby office and residential users will also be key to a successful proposal.
