The Land Clearance for Redevelopment Authority of the City of St. Louis (“LCRA”) is seeking proposals from developers to design and construct a new mixed-use parking facility on City Block (“CB”) 177, which it owns. CB 177 is bounded by Convention Plaza on the north; 10th Street on the east, Lucas Avenue on the south, and 11th Street on the west.

LCRA is seeking development proposals consisting of two distinct components.  The first includes a parking structure that could be owned by a to-be-established LCRA parking trust. At a minimum, this structure would provide parking inventory to accommodate those spaces are being eliminated upon the expansion of the America’s Center on city blocks 259 (739 spaces) and 174 (217 spaces) and another 221 spaces that will be eliminated by the construction of this project. 

The second component of the development would be conceived and built in tandem to the first and consist of a mixed-use tower.  City block 177 will be subdivided, with the garage owned by LCRA and the mixed-use tower privately owned. Possible building uses may include hotel, residential, office, and retail. The mixed-use concept must activate the ground floor and cater to the pedestrian realm surrounding the development. All four facades must be aesthetically pleasing and special attention should be given to the east facade that will be across the street from the new America’s Center entrance and outdoor plaza.
