Summary
The Land Clearance for Redevelopment Authority of the City of St. Louis, Missouri (LCRA) is issuing a public Request for Proposals (RFP) for the adjacent sites at 4690, 4700, and 4800 Goodfellow Boulevard (the “Property”). The sites total roughly 29 acres combined and are situated near the intersection of Goodfellow Boulevard and Interstate 70.

The Property formerly housed manufacturing facilities for the St. Louis Ordnance Plant and St. Louis Army Ammunition Plant (SLAAP) to produce ammunition during World War II and the Korean and Vietnam wars. The site been vacant since 1998. A series of demolitions cleared the site and environmental remediation was completed by 2011, but no subsequent development has occurred. Parcels to the south include a mix of vacant office and utility buildings constructed in the 1940s.     

The intention of this RFP is to solicit proposals from developers (“Respondents”) that will contract to purchase the Property and complete the redevelopment (the “Redevelopment”) of the Property as a retail-anchored use, with specific consideration given to complementary uses with significant job creation. Other terms and conditions may be developed in response to specific Proposals and incorporated into agreements that may be necessary to implement incentives for the Redevelopment.
