TITLE:  Deputy Chief of Staff 

FLSA STATUS:  Exempt

SALARY RANGE:   $70,000 - $75,000

PRIMARY PURPOSE:

Employees in this classification assist the Chief of Staff in developing and implementing all policy objectives, strategies and operating plans for the Treasurer’s Office.  This position is responsible for project management, oversight of consultants, and collaborating in the development of tasks and deliverables. The Deputy Chief of Staff interfaces with department heads in outlining and monitoring achievement of organizational goals.

JOB QUALIFICATIONS:

Must have a bachelor’s degree in political science, public administration or management or specific and related equivalent training with the knowledge of strategic planning, process improvement, and customer service and workforce development.  Knowledge of human resources, leading and developing teams, and change management. Must have outstanding communication and interpersonal skills; strong presentation skills. Solid analytical and research skills and experience. Excellent analytical, verbal and written communication skills along with a high level of diplomacy, discretion and problem-solving ability.
Ability to lead, influence and negotiate. Must have an excellent knowledge of state and local legislative processes. Must have, or be able to obtain, a valid driver’s license and be insurable under the Treasurer’s insurance policy.

ESSENTIAL JOB FUNCTIONS:

Assists the Chief of Staff with supervising and managing day to day operations and all aspects of the departments and employees of the Treasurer’s Office. Assists the Chief of Staff in setting and overseeing the administration of office goals, policies and procedures. Develops and prepares agendas for staff meetings in the absence of the Chief of Staff. Collaborates with executive management team in development of project goals and desired outcome. Directs consultant work on projects and monitors progress. Responsible for creating numerous sources of data and key analysis and translating into specific actions. Develops materials for committee presentations and other related activities. Identifies research to support strategic planning, visioning, and innovation for the organization. Serves as project manager for the implementation of selected strategic initiatives. Ensures process efficiency and where appropriate identify opportunities for improvement. Collaborates with Director of Administration & Finance to develop and implement a performance management system; including overall strategic performance metrics and targets consistent with goals. Helps create and implement activities across the organization. Leads and/or participates on executive level planning groups to improve operations and business practices. Monitors, clarifies and refines project scopes as required. As needed, acts as the Treasurer’s liaison and responds to inquiries from constituents, various interest groups and the media. Monitors the office budget.
