About CREA

The Civil Rights Enforcement Agency (CREA) is authorized under City Ordinance 67119 as amended to protect your civil rights.  We investigate complaints of discrimination in the following areas:

  • Housing*
  • Employment*
  • Public Accommodations
  • Intimidation and Retaliation
  • interference
*CREA also investigates and enforces cases referred from the U.S. Department of Housing and Urban Development and the Equal Employment Opportunity Commission.


CREA provides the following services:

  • Complaint Intake
  • Investigation
  • Mediation
  • Administrative Hearings
  • Legal Representation (In housing cases with reasonable cause findings)
  • Outreach and Education

Complaints Investigated

You should contact CREA if you have experienced discrimination based on your:

  • Race

  • Age (40 and above, Employment)
  • Disability
  • Family Status (Children under 18, Housing & Public Accommodations)
  • Sexual Orientation / Gender Identity

  • Source of Income (Must be Legal)
