Services and programs formerly administered by the Human Development Corporation (HDC) have been recently awarded to other agencies in the St. Louis area by the Missouri Department of Social Services.

The Low Income Home Energy Assistance Program (LIHEAP), the primary federally funded heating assistance program, is now being administered by the Urban League of Metropolitan St. Louis. Applications for assistance are now being accepted. Beginning November 1st, the Urban League will begin processing applications of seniors and persons with disabilities. Following that all others will be processed beginning December 1st.

Applications should be delivered to the Urban League headquarters, at 3701 Grandel Square, Monday-Friday from 8:30 a.m. to 5:00 p.m., or mailed to them at P.O. Box 23457, St. Louis, MO 63156-3457. The Urban League can be reached at (314) 615-3640.

If you are a senior or a person with a disability needing assistance filling out the LIHEAP application, please call the St. Louis Agency on Aging (SLAAA) at (314) 612-5918 to schedule an appointment.

Additionally, the Community Action Agency of St. Louis County (CAASTL) is finalizing an interim contract with the Missouri Department of Social Services to provide crises and intervention services to low-income residents of the City funded through the Community Services Block Grant. As soon as arrangements are made, CAASTL will be communicating with the public more detail about what services will be available and where sites will be located.
