Summary
The City of St. Louis Department of Health is seeking a consultant to evaluate the outcome and impact of its major public health programming, including an economic evaluation, where applicable. The evaluation must be grounded in the use of science and will be used as a basis for City of St. Louis Health Department decision-making; expanding the quest for equity and social justice through public health action; helping to assure the City of St. Louis Department of Health is performing as effectively and efficiently as possible as a public health department by making its efforts outcome and impact oriented; and being accountable for what it can control.

The purpose of this RFP is to promote and ensure the fairest, most efficient means to obtain the benefits of the most qualified, responsive, and responsible proposal.

Questions must be submitted no later than April 23, 2024 unless the Department of Health provides an addendum to this RFP as part of rolling acceptance of applications to expend all funding. The Department of Health will maintain a list of all organizations or individuals requesting copies of this RFP and will ensure that copies of all questions and responses shall be made available in writing to each organization on such list, when requested.
