Summary
The plan was adopted as a Neighborhood Plan and a supplement to the City’s Comprehensive Plan by the Planning Commission on December 2, 2020.

The study area is generally bounded by Carr St. to the north, Chouteau Ave. to the south, and Jefferson Ave. to the west.

It includes two neighborhoods -- Downtown and Downtown West. The purpose of the plan is to guide community and physical development efforts in the study area.

The plan was prepared by a planning team led by Interface Studios. Other members of the planning team included Mass Economics, Downtown STL, Inc., STOSS Landscape Urbanism, Arch to Park, Soapbox PR, CBB Transportation Engineers + Planning, and Star City Group.
