Overview

The City of St. Louis Board of Aldermen, through its legislative process, is seeking input on how the City of St. Louis should expend funds in accordance with the American Recovery Act.  

Board Bill 2, Ordinance 71393, outlined the first round of priorities for funding in the community. 

In addition, Board Bill 82 outlines $37M in priorities for ARPA funds. 

The goal of this process is to provide funding for the immediate needs of the community caused by the pandemic and the related financial crisis due to COVID-19. The goal is to also address the longstanding pre-pandemic inequalities and lack of opportunity in our City; create much needed capital investments in our neighborhoods; and provide a path of growth for our City that benefits current residents and attracts new residents.

Public Hearing Process

The Board of Aldermen will hold numerous public hearings on the bill for the American Recovery Funds. We are asking everyone to participate. 

To participate and speak at any upcoming hearings, please see instructions below.

Those interested in making a comment should send an email expressing their interest to speak as well as their name, street address, email contact address and the Board Bill Number. The email should also indicate the specific topic you would like to speak on related to the ARPA fund Board Bill. This email should be sent to the Board of Aldermen Clerk - Mr. Terry Kennedy at: kennedyt@stlouis-mo.gov 

Persons may also call 314-589-6845 and leave a message with the above information. Those who do not have an email address or wish to call into the meeting by phone to speak, should call the phone number above and express their interest to speak as well as leave their full name, phone number and all the requested information above. 

Those responding by email will receive an email confirmation and then later a link that will allow them to join the meeting as a speaker. Procedures will also be sent to you. Those calling in will receive a return phone call with this information. 

Speakers will be called to speak in accordance to the Rules of the St. Louis Board of Aldermen which can be found on the Board of Aldermen Website.
