Project Overview

4th Street, Convention Plaza, and Washington Avenue serve as an important transportation corridor through the heart of Downtown Saint Louis, Missouri. These routes accommodate multiple modes of transportation which connects residents and visitors to essential goods, services, and destinations. This corridor links 2 wards and 2 neighborhoods, schools, firehouses, city parks such as Citygarden, Kiener Plaza, and Serra Sculpture Park, St. Louis City Hall, 22nd Judicial Circuit Court, Carnahan Courthouse, Thomas F. Eagleton United States Courthouse, Saint Louis Union Station, Soldiers Memorial Military Museum, and national attractions Busch Stadium and Gateway Arch National Park. The upgrade of this vital multimodal transport route will directly benefit the community, the city, and those that visit by increasing mobility, safety, and access to pedestrians, cyclists, motorists, and transit users.

Project Location / Description

The project consists of improvements along 3 streets - (1) 1.04 miles on 4th Street from Chouteau Avenue (also known as Missouri Route 100) on the south to Convention Plaza to the north, (2) 0.75 miles on Washington Avenue from 3rd Street on the east to 14th Street to the west, and (3) 0.07 miles on Convention Plaza from 4th Street to the east to Broadway on the west.
In recent years, the City of Saint Louis and its partners have made great strides to create a safe, connected and attractive multimodal system in downtown and surrounding neighborhoods. New low-stress active transport routes leading into and through Downtown are increasing bicycle and pedestrian access to the hundreds of destinations and community resources in the area. However, there are still gaps in the pedestrian and bicycle network; high-stress corridors and crossings, motorist speeding, and aggressive driving create challenges for pedestrians and cyclists. These project improvements will provide a safe and comfortable corridor into Downtown from neighborhood to the south and southwest, increase access to cultural, tourism, employment, and transit destinations.

•    Curb extensions
•    Median refuge islands and raised center islands along Washington Avenue
•    Signal optimization along Washington Avenue and 4th Street
•    Green colored pavement to highlight the 2-way cycle track
•    Bicycle signals to control southbound bicycle along 4th Street

Funding for this project is provided by the Federal Transportation Alternatives Program (TAP), Great Rivers Greenway, and the City of Saint Louis.
