The Civil Rights Enforcement Agency (CREA) is a City of St Louis agency (under the auspices of Mayor Francis G. Slay) mandated to protect the civil rights of all city residents and those who work or conduct business in the city. St Louis City Ordinance 67119, as amended, outlines the parameters under which CREA can operate.  CREA monitors and investigates complaints of possible discrimination within Federal, State and City protected Classes in Fair Housing, Equal Employment and Public Accommodation.

The Protected classes that fall under the City of St Louis are Race, Color, Religion, Age (above 40 for employment), Disability, Familial Status (children under 18), Sexual Orientation/Gender Identity, National Origin/Ancestry and Source of Legal Income. 

CREA accepts complaints by telephone at (314) 622-3301, or via an emailed complaint form from the City website under discrimination, or in person at 1114 Market Street, Suite 626 in the Carnahan Court Building.
